The World Wildlife Refuge (WWR) was established in 2020 per the provided Articles of Incorporation of a Nonprofit Corporation to the purpose of exploring development of real property offered by the City of Pleasant Hill (the “City”) located along S Webster, Harrison, and S 1st Street, Pleasant Hill, Missouri. For which the WWR proposes that funds be used to pay for the Proposed Plan herein, instead of making a substantial offer to purchase the property. To ensure that funding is not drawn away from existing City sources or taxing entities to fund development, it so proposed that property tax valuation be frozen at its’ current levels for 7 years. This will also allow for property tax from added valuation to be directed back to pay for improvements. The purpose of doing this is to provide sufficient time for the development to produce cash flow that will pay for future tax valuations. To also ensure that funding is not redirected from the development, the WWR requests that the City waive taxes on revenue and other fees that include, but are not limited, to permits, water/sewer use/connection. It is in the interest of Productive Industries LLC to ensure a successful completion of this development because properties listed in RFP 06-22 are near or adjacent to the physical location of Productive Industries LLC, which is located at the corner of Webster and Commercial Street. So, after the sale of the land is complete, Productive Industries LLC will appropriate funds for development. The property that comprises of multiple vacant lots (the “Property”) adjacent to the Rock Island Spur of the KATY Trail, located on the southwest corner of downtown Pleasant Hill, Missouri. WWR acknowledges that the listed properties listed in RFP 06-22 are within the Flood Plain Development area, special flood hazard AE zone. Specifically, the property commonly known as: Vacant Land in the Gap – Webster Street, S Webster, 315 S Webster, 317 S Webster, 319 S Webster, 216 S Webster, 202 S Webster, Harrison, S 1st St, Pleasant Hill, MO 64080.

ii. Property Use
At this time, the City Council is considering the possibility of selling the Property to assist the City in meeting a goal of increasing short-term rental options in Pleasant Hill, MO.
Raising the area by 1 foot above flood zone for development as required by RFP 06-22 may change the permeability of the soil when back fill is used, and alter the flood zone of the surrounding areas.
To ensure neither soil permeability nor the flood zone are significantly altered, the WWR proposes the Property Use is best suited as a multipurpose park for POTA activations with Dry RV and Tent camping for travelers of the Katy trail, tourists, and residents of the local community.
iv. Plans with timeline
Development will be in three phases that are spread out over an 18 month period.
Resources are defined as solar generation stations, trees, grass, dirt, rock, water, benches, and all other items necessary to provide completion of the ‘Proposed Development Plan’.

Proposed Development Plan
Provide camp site for travelers using the Katy Trail. Community Groups, or other individuals.
Provide fresh water refill station and renewable power to USB charging station.
Landscaping that will reuse or replant as many natural resources currently on the property plus installation of a parking lot & picnic table.

Backed by the Financial Strength of Productive Industries LLC, a debt free company with offices and manufacturing facilities in Pleasant Hill, Missouri.

From BBQ to Biking and POTA – Compatibility of the proposed use with the surrounding area has been a tradition for the members of the World Wildlife Refuge and Productive Industries LLC.



vii. Public Benefit of Proposed Use
COMMUNITY BENEFITS
The local community and others will enjoy WiFi served out of the facilities at 112 East Commercial Street and have access to local bike paths that connect to the Katy trail.
VISITORS & TOURISTS
Visitors will include amateur radio operators seeking to activate a location for Parks on the Air and tourists will include bicyclists of the Katy Trail and people seeking a camp site.
RENEWABLE RESOURCES
The green initiatives of this development use a solar powered charging station and development of this project reuses native trees, bushes, and flowers currently on the land.
IMPRESSIONS
This location currently provides an impression of the City of Pleasant Hill to travelers of Katy trail who already travel through this area, and these plus many others will soon have a reason to stop and recharge themselves plus their devices.
